Body camera footage of the police fatally shooting a 19-year-old Queens man in his kitchen in March shows what the police had described as a “chaotic” situation. But the video, released Friday, also renewed criticism of the decision to open fire on the man, who was holding scissors and seemed to be in mental distress. The man, Win Rozario, was declared dead at a hospital after the shooting on March 27, the police said. CNN —A Pennsylvania district attorney intends to appeal a judge’s decision last month to overturn the murder convictions of the so-called “Chester Trio” – three men who have spent nearly 25 years in prison for a crime they say they did not commit. In late March – over the objections of prosecutors who fought to have the convictions upheld – Delaware County Judge Mary Alice Brennan vacated the trio’s convictions and granted their request for a new trial. How cuteness has taken over our world — and why — is a subject being explored in “Cute,” a new (and the first ever) exhibition devoted to the movement at London’s Somerset House. The exhibition — a world first — examines the enduring appeal of the cute aesthetic amongst adults and asks deeper questions about its allure. For Simon May, a professor of philosophy at King’s College London and author of “The Power of Cute,” kawaii is just part of a story which involves the country of Japan more broadly. The Edwardian artist is credited with increasing the cute appeal of our feline friends by giving them human hobbies and pastimes.

It is Rio’s annual collective exhalation — a four-day eruption of art and music, costumes and joy — that began again on Saturday. “I realized there are endless stories I could tell about this city,” Mr. Cosme said about his discovery of Rio’s lost photos. Around that time, Rio’s rich elites began parading around the city during Carnival in open cars, according to Maria Clementina Pereira Cunha, a historian who has written books about Rio’s Carnival. Today the parade remains the centerpiece of Rio’s Carnival, held in a dedicated stadium built in 1984.

CNN —The mayor of Rio de Janeiro, Eduardo Paes, has declared a state of public health emergency due to a dengue epidemic, according to CNN affiliate CNN Brasil. The surge in dengue cases comes as Rio and the rest of the country gear up for carnival celebrations where millions of people pour onto the streets for parades and block parties. In January alone, Rio’s city health network had 362 people hospitalized due to dengue, a record number, topping the previous high from 2008, CNN Brasil reported. According to data from the Rio de Janeiro City Council’s Epidemiological Observatory panel, 11,202 cases have already been registered in 2024. The Municipal Health Department is planning to vaccinate children as soon as the vaccines are released by the Ministry of Health, CNN Brasil reported.

RIO DE JANEIRO (AP) — Neighborhoods in Brazil's Rio de Janeiro state remained flooded Monday more than a day after torrential rains that killed at least 11 people. Some people drowned and were killed in landslides, while at least three died after being electrocuted. Authorities intervened in over 200 incidents due to the flooding across the state, according to a statement from Rio’s civil defense. Brazil’s National Institute of Meteorology had warned Thursday of the potential for heavy rain in Rio, Sao Paulo and Minas Gerais due to a combination of heat, humidity and areas of low pressure in the atmosphere. In February 2023, heavy rain caused flooding and landslides that killed at least 48 people in Sao Paulo state.

RIO DE JANEIRO (AP) — It’s still spring in Brazil, but a dangerous heat wave is sweeping across large swathes of the country, forcing Rio de Janeiro’s vendors off the streets due to health alerts and driving up energy demand amid reports of power outages. Most Brazilian states face “great danger” from the heat, according to the National Institute of Meteorology. Actual temperatures dropped slightly on Wednesday, but were forecast to rise again to 40 degrees Celsius (104 F) on Thursday. In Sao Paulo, temperatures reached 37.7 degrees Celsius (99.9 F), just short of a record, according to meteorology company MetSul. In Brazil, El Niño has historically caused droughts in the north and intense rainfall in the south, Ferreira said.
